I think Scar chose Kovu because Nuka was stupid and was never serious (like Ed). One of my canons is that Scar chose Kovu, because Scar was the second son of Ahadi the first was Mufasa, as Scar was jealous of Mufasa, he was afraid that Kovu was jealous of Nuka so Kovu became Scar's heir.
